(ETPBS) Electronically Transmitted Postal Ballot System 

         With the motto of “no voter to be left behind”, ECI’s ETPBS has empowered and ensured all eligible service electors with their constitutional power to vote while performing their duty for the nation. This system ensures that the postal ballot should be transmitted to the service voter with complete documents (form 13A, 13B, 13C, and postal ballot) in a secured way.

The Electronically Transmitted Postal Ballot System (ETPBS) is developed by the Election Commission of India and implemented in line with the existing Postal Ballot System. Postal Ballot will be transmitted through Electronic means to the voters. It enables the voters to cast their vote on an electronically received postal ballot from their preferred location, which is outside their originally assigned voting constituency, and send back the marked postal ballot through the post.

Here in ETPBS system this postal ballot is sent in two parts i.e., e-Postal Ballot and e-PB PIN. The e-Postal Ballot is sent to the Unit officer of the service officer which will be a password protected PDF. Similarly the e-PB PIN will be sent to the Record officer of the service voter. The Service voter has to collect e-PB and e-PB PIN from both officers, take print outs and follow the instructions to cast the vote. The e-PB needs to be sent on the provided address before the counting date by Post.

  • End to end encryption with multiple secured feature to avoid the duplicate PB
  • Multiple checks and validation to ensure the correct e-PB gets transmitted

Voters with disabilities(PwD)

 

         The Commission is committed for building an equal access framework for Persons with Disabilities (PwDs) supported by the fundamentals of responsiveness, respect and dignity to enhance elector confidence among them; and support initiatives for improved service offerings and enhancing their electoral participation.

Electors / Voters having one among the 21 disabilities as mentioned by the Rights of Persons with Disabilities Act 2016 are termed as voters with disabilities. As of now, PwD voters are enrolled in electoral roll in following four categories

  • Visual impairment
  • Speech & hearing disability
  • Locomotor disability
  • Other

       A PwD voter can register in any of the above categories by submitting Form 6 through online registration or submitting form at voter service centre or through Saksham ECI Application

Voter Turnout App:

Saksham-ECI:

This application provides all the voter-related services to a person with a disability to its door steps. The Saksham app facilitates PwD Voters in verifying their names in the electoral roll, enrolling them, and getting their name, address, photograph corrected, and many more.

KYC App

The Know Your Candidate (KYC) app is a mobile application developed by the Election Commission of India (ECI) to help citizens know about the criminal antecedents of candidates contesting elections. Encore Nodal App

The ENCORE Nodal App is a mobile application developed by the Election Commission of India (ECI) to help nodal officers manage the permission process during election periods. The app is available on the Android platform. Nodal officers are designated during the election period from various departments who take responsibility to issue an objection / No objection certificate against the permissions applied by the candidates and political parties for various activities related to campaigning, such as holding rallies, organizing public meetings, etc. The ENCORE Nodal App allows nodal officers to view and manage all pending permission requests in a single platform.

The ENCORE Nodal App also provides nodal officers with a number of other features, including:

  • The ability to view the list of permissions that have been granted or denied by the Nodal officer.
  • Complete details of the permission applied by the candidate and political parties.
  • The ability to send notifications to candidates about the status of their permission requests.

Observer App

The Observer App is a mobile application developed by the Election Commission of India (ECI) for its general, police, and expenditure observers. The app allows observers to submit their arrival and departure reports, view their deployment schedule, and access information about their constituency. It also allows observers to report cVIGIL cases, which are instances of electoral malpractice or irregularities.

The Observer App is available for download on the Google Play Store and the Apple App Store. To use the app, observers must first create an account and provide their personal information, including their observer code and password which is shared by the ECI observer division on their deployment.
