PROFILE

         The Labour Department in restructured Tirupati District is headed by the Deputy Commissioner of Labour, Tirupati. He is assisted by Assistant Commissioners of Labour, Tirupati & Gudur,  Assistant Labour Officers, Circle-I,II & III, Tirupati, Srikalahasti, Puttur  (6 mandals), Pileru (03 mandals), Gudur (07 mandals), Naidupeta (09 mandals) and Rapur (02 mandals). The office is situated at D.No.8/161, M.R.Palli Circle, AIR Bypass Road, New Balaji Colony, Tirupati having one senior Assistant and two Office Subordinates.

Main Activities of the Labour Department:

  Objectives

  1. Maintenance of Industrial peace.
  2. Ensuring wages, working hours, weekly & other holidays, leave, bonus and gratuity etc. for workers and also welfare of the workers.
  3. Promotion of welfare and social security of workers by implementation of schemes.

          The Labour Department seeks to maintain industrial peace in the District. The Industrial relation machinery and Enforcement wing always vigilant in anticipating labour problems, and work in the interest of workmen by means of

  1. Conciliation under Industrial Disputes Act
  2. Quasi-Judicial Work: – Minimum Wages Act, 1948, Employees Compensation Act, 1923, Payment of Wages Act 1936, A.P. Shop & Establishment Act 1988, Contract Labour (Regulation and Abolition Act 1970, Inter State Migrant Workmen Act, 1979, Beedi & Cigar Workers Act 1966, Payment of Bonus Act, 1965, Motor Transport Act 1961, Payment of Gratuity Act 1972, Industrial Employment (Standing Orders) Act 1946 and Trade Union Act 1926.
  3. Andhra Pradesh (lssuance of integrated Registration and furnishing of combined Returns under Various Labour Laws by certain Establishments) Act,2015: P. Shop & Establishment Act 1988, Contract Labour (Regulation and Abolition Act 1970, Inter State Migrant Workmen Act, 1979, Beedi & Cigar Workers Act 1966, Motor Transport Act 1961, Payment of Gratuity Act 1972 through Mee seva online portal.
  4. Inspections and Prosecutions:-The Officers of the Department have been notified as inspectors under Labour Act and Statutory Inspections taken up only through online as per the schedule given by the commissioner of Labour, A.P., Vijayawada. Prosecutions are initiated on serious violations only on complaints, Through Online Inspections portal in a Transparent Manner.
  5. The Department enforces the Child Labour (Prohibition& Regulation) Act, 1986 and other child Labour laws towards elimination of Child Labour. State Action Plan for elimination of child Labour prepared in 2009 has been revised in 2013 in the wake of Right to Education Act, 20 The action plan aims at total elimination of child Labour in the State. Institutional mechanism like State Level Monitoring Committee, State Resource Centre and District Resource Centre has been established and detailed strategies are envisaged. Child Labour tracking is done through a web enabled application.

          The District Task Force Committee was constituted by the District Collector with all the Stake holders to monitors and effective implementation of the Child Labour Act in elimination of Child Labour.

         The implementation of the month long drive on rescue and rehabilitation of Child & Adolescent Labour scheduled from 1st June to 30th June, 2025 in Tirupati district.

SCHEMES /ACTIVITIES /ACTION PLAN

 1. The A.P. Building and Other Construction Workers Welfare Board:                                                                                                                                    The Board is Established in 2009 under Building and other Construction Workers (RE&CS) Act, 1996.  The Board formulates and are implemented by the Labour department for the building and other construction workers. The source of fund is cess levied on cost of building and other construction works @ of 1%. The Board registers the building and other construction workers as beneficiaries and extends benefits under the Schemes through Labour Department. The Deputy Commissioners of Labour settle the claims and release benefits under the schemes.

  1. Marriage Gift Scheme         : Rs 20,000/-
  2. Maternity Benefit Scheme : Rs 20,000/-
  3. Accidental Death Scheme : Rs 5,00,000/-
  4. Natural Death Scheme      : Rs 60,000/-  
  5. Funeral Expenses              : Rs 20,000/-
  6. Permanent Disability       : Rs 5,00,000/-

 

2. The A.P. Labour Welfare Board                                                                                                                                                                                                               Established under A.P. Labour Welfare Fund Act, 1987 The Board formulates welfare schemes and are implemented by the Labour Department. Workers in Factories, Shops and Establishments, Motor Transport Undertakings, Societies and Trusts are covered. The main source of fund is contribution @ Rs.100/- per worker per year (recently enhanced), unclaimed wages, other sources of income like building rent and grants made by the Government. The Asst. Commissioners of Labour receive applications and settle claims.
