The Women Development and Child Welfare Department implements various schemes, activities, and action plans to promote the welfare and development of women and children.
ORGANIZATION STRUCTURE
Schemes
Integrated Child Development Services (ICDS):
In Tirupati Dist. there are 2492 Anganwadi Centres to provide supplementary nutrition, immunization, health check-ups, and pre-school education for children aged 0–6 years, aiming to reduce malnutrition, infant mortality rate (IMR), child mortality rate (CMR), and maternal mortality rate (MMR).
Activities
Pre-School Education:
Anganwadi Centres offer early childhood education for children aged 3–6 years using a state-designed curriculum and pre-school kits to foster all-round development.
Health and Nutrition Services:
Includes immunization, health check-ups, and referral services in collaboration with the health department, alongside spot feeding for children and take-home rations like Balamrutham for 6-month to 3-year-olds.
Awareness and Training Programmes:
Conducts campaigns on issues like child sexual abuse, drug use, and child marriages, involving multiple departments and village/ward secretariats to educate communities.
The District Child Protection Unit (DCPU):
It is a dedicated body established under the Integrated Child Protection Scheme (ICPS) in India to ensure the safety, well-being, and rights of children at the district level. Functioning under the Department of Women and Child Development, the DCPU is responsible for implementing child protection services, coordinating with various stakeholders, and addressing issues like child abuse, neglect, trafficking, and exploitation. It facilitates the rehabilitation and reintegration of vulnerable children, supports the functioning of Child Welfare Committees (CWCs) and Juvenile Justice Boards (JJBs), and promotes adoption and foster care. The unit also conducts awareness programs, monitors child care institutions, and ensures compliance with the Juvenile Justice (Care and Protection of Children) Act.
The Domestic Violence (DV) Act Cell:
It is a specialized unit tasked with implementing the Protection of Women from Domestic Violence Act, 2005. It provides support and protection to women facing domestic violence, including physical, emotional, sexual, or economic abuse. The DV Act Cell coordinates with Protection Officers, law enforcement, and service providers to offer legal aid, counselling, shelter, and medical assistance to victims. It facilitates the filing of complaints, ensures timely intervention, and monitors case progress. Additionally, the cell conducts awareness programs to educate communities about women’s rights and the legal remedies available under the DV Act, promoting a safer environment for women.
The One Stop Centre (OSC):
It is a specialized facility designed to support women affected by violence, including domestic abuse, sexual assault, and other forms of gender-based violence. Operating under the Ministry of Women and Child Development’s scheme, OSCs provide integrated services under one roof, including medical aid, legal assistance, psychological counseling, police facilitation, and temporary shelter. These centers ensure immediate and comprehensive support for survivors, coordinate with relevant authorities, and promote awareness about women’s rights and available remedies. OSCs aim to empower women by offering a safe, confidential space to address their grievances and access justice.
Action Plan
Promoting social and economic empowerment of women through policies and programmes, mainstreaming gender concerns, creating awareness about their rights and facilitating institutional and legislative support for enabling them realize their human rights and develop to their full potential.
