Organization Structure

           The District Medical & Health Office (DM&HO) in Tirupati, Andhra Pradesh, operates under the Health, Medical & Family Welfare Department of the Government of Andhra Pradesh. It is responsible for overseeing public health services, implementing national health programs, and ensuring the functioning of government health facilities within the district

Organizational Structure

  1. District Medical & Health Officer (DM&HO): The DM&HO is the head of the department at the district level. They oversee all health-related activities and ensure the implementation of health policies and programs.
  2. DLATO: The District Leprosy & TB Officer (DLATO) is a key health official responsible for controlling leprosy and tuberculosis at the district level.
    They oversee implementation of national programs like NLEP (National Leprosy Eradication Programme) and NTEP (National TB Elimination Programme)
  3. DIO: The District Immunization Officer (DIO) is responsible for planning and overseeing immunization activities in the district.
    They implement the Universal Immunization Programme (UIP) and ensure vaccine coverage targets are met. They also Supervise Maternal & Child Health services.
  4. DPMO: The District Programme Management Officer (DPMO) supports the planning and implementation of health programs at the district level. They work under the NHM to manage budgeting, reporting, and program monitoring.
    DPMO ensures timely data collection, analysis, and submission of health indicators.
  5. DSO: The District Surveillance Officer (DSO) plays a crucial role in monitoring and controlling disease outbreaks at the district level. He lead the Integrated Disease Surveillance Programme (IDSP) to detect, investigate, and respond to public health threats.
  6. PO-RBSK/NCDCD: The Rashtriya Bal Swasthya Karyakram (RBSK) Nodal Officer in the health department plays a pivotal role in overseeing the implementation of child health screening and early intervention services
  7. Epidemiologist: An Epidemiologist in the health department is responsible for studying the patterns, causes, and effects of health and disease conditions in a population.
  8. Civil Assistant Surgeons: They provide medical services and supervise clinical activities within hospitals and health centers.
  9. Staff Nurses, Laboratory Technicians, Pharmacist and Other Paramedical Staff: They support medical services and ensure the delivery of healthcare at various facilities.
  10. MLHP/ANM/ASHA:

          MLHPs (Mid-Level Health Provider), are trained professionals who provide primary healthcare services at Health and Wellness Centres.

          ANMs (Auxiliary Nurse Midwife) provide maternal and child health services, immunizations, and basic treatments at sub-centres and in                the community.
          ASHAs(Accredited Social Health Activist) are community-based workers who promote health awareness, mobilize communities, and                    assist in accessing healthcare services.
          Together, they form the backbone of rural healthcare, ensuring last-mile delivery of essential health services.

          Administrative and Support Staff: Responsible for the day-to-day administrative functions, including record-keeping, procurement, and                 coordination of health services.

Health Facilities under DM&HO

  • District Hospitals: Provide secondary care services and are equipped with various specialties under the control of DCHS.
  • Area Hospitals: Serve as intermediate-level healthcare facilities offering specialized services under the control of DCHS.
  • Community Health Centres (CHCs): Function as first referral units, providing essential health services to rural populations under the control of DCHS.
  • Primary Health Centres (PHCs): Offer basic healthcare services and are the first point of contact for individuals seeking medical attention under the control of DMHO.
  • Village Health Clinics: Serve as the most peripheral health units, focusing on preventive and promotive healthcare services.
  • Aarogyasri Network Hospitals in Tirupati District:  

          Area Hospitals (AH) – 2, Community Health Centres (CHC) – 10, 

          Primary Health Centres (PHC) – 57, Government Hospitals – 5,

          Total Government Facilities– 74,  Total Private Hospitals – 38 = Total – 112 Hospitals

Scheme/activities/action plan

  • NCDCD 3.O Programme: The program involves door-to-door health assessments for individuals aged 18 and above, focusing on detecting      symptoms of NCDs such as diabetes, hypertension, and Oral cancers, cervical cancers , Breast Cancers.SO far there are 127322                                  Hypertension,117397 Type 2 DM,  152 oral cancer ,  288 cervical cancers ,  273 Breast Cancers has been detected in the district
  • Routine Immunisation: To ensure 100% vaccination coverage for children aged 0–5 years. Medical officers were trained on the national          vaccination schedule and instructed to implement micro-level action plans for outreach on Wednesdays and Saturdays.
  • Family Doctor Programme:

           *  14 types of diagnostic tests.

           *  96 types of essential medicines.

           *  Disease control programmes, antenatal and postnatal care, and other treatments.

           *  There are 33 Mobile medical units in the district. Each MMU Consists of DEO,Driver.

           *  On the 104 mobile medical unit, the DEO (Data Entry Operator) and Driver play  

               Essential roles in supporting mobile health services:

           *  DEO (Data Entry Operator): Responsible for registering patient details, managing   digital health records, and assisting medical staff with                 data-related tasks during field visits.  

           *  Driver: Ensures safe transportation of the vehicle and staff to designated outreach   locations, often in remote or rural areas.

  • Rashtriya Bal Swasthya Karyakram (RBSK): The RBSK programme focuses on screening children for 4 D defects such as defects, deficiencies, diseases, and developmental delays. Children identified with health issues are referred for further evaluation and treatment, with free surgical services provided for conditions like congenital heart defects and eye treatments at designated hospitals in Tirupati. 467 children has been referred through the mobile vehicle and had been treated in the DEIC Tirupati
  • Nutrition and Anaemia Control:

          * Screening for anaemia at Anganwadi centres.

          * Distribution of ORS packets and zinc tablets.

          * Addressing immunisation gaps.

          * Providing care for malnourished children at Nutrition Rehabilitation Centres.

National Health Programs

  • Ayushman Bharat – Pradhan Mantri Jan Arogya Yojana (PMJAY): Provides health insurance coverage to economically vulnerable families.
  • National Tuberculosis Elimination Program (NTEP): Aims to eliminate tuberculosis by 2025 through early detection and treatment. There are  2016    active TB Cases in the tirupati District
  • National Vector Borne Disease Control Program (NVBDCP): Focuses on controlling vector-borne diseases like malaria and dengue,chikungunya ,there are   one malaria and  61 dengue, 16 chikungunya cases detected in tirupati district from  Jan 2025 to till date
  • National Programme for Control of Blindness and Visual Impairment (NPCBVI): Aims to reduce the prevalence of blindness through various interventions. Total cataract surgeries for 2024-2025 = 23338, Total Free spectacles distribution for 2024-2025 = 2500            total cataract surgeries for April 2025 = 4942 has been done in Tirupati District.
  • National Leprosy Eradication Program (NLEP): Works towards the elimination of leprosy as a public health problem. 169 leprosy Cases has been found from April 2024 to march 2025 in Tirupati District
  • Integrated Disease Surveillance Programme (IDSP): Monitors and controls the spread of infectious diseases.
  • EHR/ABHA ID: EHR (Electronic Health Record) and ABHA ID (Ayushman Bharat Health Account ID) are key components of India’s digital health mission.
    EHR is a digital version of a patient’s medical history, accessible across healthcare providers for better treatment and continuity of care.
    ABHA ID is a unique 14-digit number that links an individual’s health records under the Ayushman Bharat Digital Mission (ABDM).It allows individuals to securely store, access, and share their health data digitally with consent. These tools aim to make healthcare more efficient, transparent, and patient-centric in India. Out of the total population of 21,85,687, ABHA IDs have been generated for 19,41,353 individuals, which accounts for 88.82% coverage done in Tirupati district.
  • CRS: The Civil Registration System (CRS) Portal is a government initiative aimed at the digital registration of vital events—births, deaths, and stillbirths—across India.Managed by the Registrar General and Census Commissioner of India, the portal facilitates the online reporting and issuance of certificates, streamlining the process for citizens and authorities alike.
  • HMIS: The HMIS (Health Management Information System) Portal is a digital platform for collecting and analysing health data. It supports real-time monitoring of health services and program performance across public health facilities..
  • National AIDS Control Programme (NACP): The National AIDS Control Programme (NACP) is a government initiative to prevent and control HIV/AIDS in India.
    It focuses on awareness, testing, treatment, and reducing stigma through targeted interventions and support services. In Tirupati district there are total 9261 HIV positive cases.

  • Sickle Cell/Thalassemia: The Sickle Cell and Thalassemia Programme aims to reduce the burden of genetic blood disorders through early detection, awareness, and management.
    It includes screening, genetic counselling, and treatment support, especially in high-prevalence tribal and rural areas. Out of Targeted 124316 population, screening has been completed to 77301 populations till date.
