Profile
The Main objective of the District Transport Officer is under the Ministry of Transport Road & Building (TR&B), and Andhra Pradesh Transport Department is a key governmental body responsible for regulating under the provisions of the Motor Vehicles Act, 1988, and the Andhra Pradesh Motor Vehicles Taxation Act, 1963. It is responsible for enforcing transport regulations and delivering transport related public services at District level. Each district in Andhra Pradesh typically has a Regional Transport Office(RTO) or District Transport Office(DTO) headed by Regional Transport Officer (RTO) or District Transport Officer(DTO).
Functions
The Transport Department of Andhra Pradesh is primarily responsible for achieving the revenue targets assigned by the state government and for implementing measures to enhance road safety across the state.
Key Functions of the RTO Department
1. Vehicle Registration
- New vehicle registration (Issue of R.C)
- Transfer of ownership
- Issuance of duplicate RCs
- Hypothecation endorsement/ removed
2. Driving Licenses
- Issuing learner’s and permanent driving licenses
- Renewal and issuance of duplicate licenses
- Conducting Driving tests
3. Vehicle Inspection and Fitness
- Periodic Inspection of transport vehicles
- Issuing fitness certificates for commercial vehicles
- Ensuring pollution control compliance
4. Tax Collection
- Collection of road tax, vehicle tax, and other fees
- Enforcement on tax evasions.
5. Enforcement of Traffic Rules
- Implementation of motor vehicle laws and traffic rules
- Seizing or penalizing vehicles in violation of laws
6. Issuance of Permits
- National and state permits for transport vehicles
- Special permits for passenger and goods vehicles
7. CNG/LPG/Electric Vehicle Approvals
- Retrofitting approvals and Inspection
8. Public Grievances and Complaints
- Redressed of Public complaints related to the vehicle and transport matter
Organization Structure
Scheme/activities/action plan
RTOs implements and support various schemes and programs initiated by the Central and State Transport Departments. These schemes focus on road safety, pollution control, digitization, public convenience and better enforcement.
a. Road Safety and Awareness
District Road Safety Committee meeting conducted by the Chairmanship of District Collector, Tirupati District. The meeting mainly on reducing accidents on State/National Highways.

- Pollutions Under Control(PUC) Certification program

- Strict enforcement of PUC checks for all vehicles
- Encouraging registration of electric vehicles(EVs)
- Collaborating with pollution control boards
d. Vehicle Fitness and Inspection

- Automated Vehicle Testing Stations( Under PPP mode)
- Fitness Certification Modernization Scheme

- Regular fitness certification of commercial vehicles
- Promoting automated fitness

- Automated Driving Test Tracks (ADTTs) significantly enhance the accuracy and fairness of driving assessments by leveraging advanced technology to minimize human error and bias.
