Profile

               The Treasuries and Accounts Department (T&A Dept.) is an integral arm of the Government of Andhra Pradesh, tasked with the responsibility of managing the state’s financial transactions and ensuring fiscal accountability. The District Treasury Office, Tirupati, plays a pivotal role in overseeing these functions at the district level. As a sub-division of the state’s financial machinery, it ensures that all government transactions—payments, receipts, pensions, and budget controls—are carried out in compliance with financial rules and transparency norms. The department functions under the administrative control of the Finance Department of Andhra Pradesh. The District Treasuries & Accounts Officec (DT & AO) Tirupati serves as the nodal agency for public financial management in the Tirupati district. Formerly part of Chittoor District, Tirupati became a separate district in 2022. It coordinates with 12 sub-treasuries located across the district, each serving revenue divisions, mandals, and urban local bodies.

    • To maintain accurate and real-time records of all government financial transactions.
    • To provide efficient treasury services including salary processing, pension disbursal, and Public fund accounting.
    • To leverage IT and automation in promoting digital governance in treasury operations.
  1. Disbursement of Salaries and Pensions

                     One of its main responsibilities is processing and disbursing salaries to government employees and pensions to retirees. This is done through the Comprehensive Financial Management System (CFMS).

  1. Receipt and Payment of Government Funds

                    The treasury acts as a banker to the government, handling payments to contractors, vendors, and service providers. All receipts such as tax payments, challans, and non-tax revenues are also routed through it.

  1. Budget Control and Monitoring

                   The department ensures that expenditure by government departments remains within the authorized budget. It plays a crucial role in managing grants and appropriation control.

  1. Audit and Financial Accountability

                  The treasury verifies and audits bills submitted by Drawing and Disbursing Officers (DDOs) before approving them. It ensures all expenditures adhere to Financial Code & Treasury Code, and Government Orders (GOs).

  1. Pension Processing

                  Tirupati Treasury handles the authorization and disbursal of pensions and family pensions. This includes initial pension sanction, issue of PPOs, and monthly pension payment to Approx 16 Thousands pensioners

Scheme / Activities/Action Plan

  1. CFMS (Comprehensive Financial Management System)

                          Implemented in collaboration with APCFSS, CFMS is an SAP-based system for all government financial transactions. Paperless office initiatives have reduced file processing time and also  Through this, employees can:

      • View Employee Pay Slips
      • Track bills
      • View Pension Pay Slips
      • Generate challans
  1. HRMS (Human Resource Management System) / NIDHI Portal.

                        Used for all employees  service management, including salaries / increments / transfers / promotions / Leave Balances.

  1. e-Kuber Integration

                        This enables real-time electronic payment and reconciliation through the RBI’s core banking solution. It has eliminated delays and pilferage in fund disbursal.

  1. Online Pensioner Services

                        Retired employees can access pension slips, file grievances, and update bank account /mobile number / Aadhaar Number / PAN / address details through the pension portal.

  1. Mobile Apps and SMS Alerts

                        T&A uses aadhaar based mobile platforms to send real-time alerts about salary credits, bill status, and pension releases to beneficiaries.

     The department caters to a wide variety of stakeholders:

      • Government Employees – for salary processing, PF, advances, loans.
      • Pensioners – for monthly pension, medical reimbursement, and family pensions.
      • Strong Room – securely stores cash, stamps, and confidential documents & Articles, ensuring safety and controlled access for transactions.
      • Vendors/Contractors – for payments after work completion.
      • General Public – for challan-based payments such as registration fees, fines, etc.
      • Government Departments – for budget execution, grants, and expenditure monitoring.
      • Banks – as facilitators of disbursal and receipts.
